PPM 4 - package detection

Hello,
PPM 4 has this feature:
> PPM will pick up and manage packages installed by other
> means (e.g. manually or with the CPAN shell).
I copied the site library over from my old Win XP Pro PC to my new XP Pro PC; although the older PC has perl 5.8.8 and the newer
has 5.8.9, both installations have the same directory tree (c:\opt\perl).
However,
ppm list site
Does not find anything on the new PC. So how does one make use of the feature cited above?

The method actually works. (In the attempt reported above,
Windows messed up the copy! I redid the copy and ppm list site
outputs the expected stuff -- same as on the old PC.)
