Perlapp "failed to initialize properly"

I do not often compile programs to EXE with perlapp -- but once or
twice a year I need to. So today I need to recompile a program because
of a minor change to it. When I ran perlapp to compile it, I get an
error dialog that says,
"The application failed to initialize properly (0xc000007b). Click
on OK to terminate the application."
I have no idea what happened in the year or so since I last ran
perlapp -- nothing that I'm aware of -- but now it's not working. A
quick google search led me to the AS PDK faq, which said that the
problem was probably CMD.EXE not being in the PATH, which is not the
problem in my case. I uninstalled and re-installed the PDK, but it did
not help at all.
Anyone have any clue what the problem is, and what I can do about it
to get perlapp back? Thanks.
