perl-mysql module failed tests

Hi,

We have RedHat 8 installed on a system, it is complete installation.
Then we removed the mysql and perl to compile them from source.
The reason for that is we have a software package requires mysql 3.23.56
version. Mysql and Perl compile and installation all went okay.
Then we installed DBI and Mysql from CPAN. During the installation,
Mysql failed most the tests:

What went wrong and how can we fix it?
