With all of the problems & complaints that I have seen about building
DBD::mysql, I am thinking that it might be a good idea to make 'perl
Makefile.PL' bail if it A. cannot find mysql_config or B. the mysql
cliet cannot connect to the database.

Of course Makefile.PL would trust --libs='' &al. and then not worry
about mysql_config.
